Easy Rosettes 9212 Print

I am trying to make View A and cannot make sense of the directions. I have my ruffle folded strip (four layers of fabric at 19” long). I am lost after that. Any help would be greatly appreciated, as I am very frustrated. Thank you!
You should not have 4 layers of fabric. Look at the pattern, one end says to place on the fold of the fabric, it also says to “cut one”. The cutting layout shows only one strip. Step 1 tells you to sew the ends of the strip together. You even have notches to help you. After that is done, you have a simple loop of fabric. Step 2 tells you to fold in half lengthwise, and gather at the raw edge to create a ruffle.

The pattern, as I read it, does not tell what size to make the crinoline circle. I am assuming it should be the rosette size but would like some confirmation on this.
There is a PATTERN for the crinoline circle. You must have lost yours. The circle should be 2 1/2”.
